Resources · What it is based on
It is not just an opinion. Here is the research behind the site.
Before writing what I think, I wanted to know what already exists: what the law says in Romania, what other countries have done, what worked and what did not. The result is a series of research documents, written between 19 and 22 October 2026 with the help of artificial intelligence, drawing on my experience in the field. Every chapter of the site rests on them.
In figures:
- 9 research and analysis documents;
- 377 source documents gathered: laws, government decisions, orders, parliamentary opinions, official guides, reports. Artificial intelligence helped me find them, download them and extract what was relevant. I read the key documents myself, and I checked every claim on the site against its source;
- 26 other EU member states analysed, plus the US and the Republic of Moldova;
- 3 versions of my own proposal, with a critical review between them.
The research path
- What exists in Europe? The European framework and the catalogue of design systems.
- What does the bill propose? The legislative journey and the analysis of the bill.
- How did other countries go about it? Similar laws in the EU and the lessons of the American system.
- What would I propose? The full proposal: the Government of Romania Design System (SDGR).
- Which Romanian rules am I building on? The Romanian foundations.
- How do I explain this to anyone? This site.
The documents
| # | Document | What it answers | Sources | Used in chapters |
|---|---|---|---|---|
| 1 | European rules | What European rules exist for accessibility, usability and design systems? | official links (European Commission, ETSI, W3C) | 1, 4, 5 |
| 2 | Design systems in Europe | Which countries have a design system, how is it built, is it open? | each system checked online, on 19.10.2026 | 2, 3, What others have done |
| 3 | The bill's legislative journey | Where has the bill been, who gave opinions on it, what has changed? | 24 official documents from the files of the Senate and the Chamber of Deputies, transcribed | 8, The bill |
| 4 | Analysis of the bill | Is the bill coherent, workable, funded? What does it do well? | the texts of the bill, the opinions, the legislation it refers to | 2, 6, 8, The bill |
| 5 | EU member states' laws | How did other states make a design system mandatory? What worked? | 145 official files, from the other 26 EU member states | 7, What others have done |
| 6 | The American system (USWDS) | What is worth taking over from the best-known government system, and what should be avoided? | American primary sources (GSA, GAO, GitHub) | 3, 6, What others have done |
| 7 | The full proposal, version 3 | How I would build the system: vision, architecture, collaboration, stages, budget, risks | documents 1–6 | all |
| 8 | What already exists in Romania | What rules, guides and resources already exist in Romania? | 208 official files | 2, 4, 5, 6 |
| 9 | Choosing a font | By what criteria should the font of public services be chosen, so that it is easy to read and writes every language used in Romania correctly? | legibility studies, standards, 17 government design systems, 22 fonts checked in their files | 3 |
Total source documents downloaded: 24 + 145 + 208 = 377.

All Romanian legal acts can be consulted free of charge on legislatie.just.ro, the Ministry of Justice’s legislation portal. Some updated versions there may not include the most recent amendments; the update date appears on each page.
The limits of the research
- This is documentary research, not legal advice.
- Bill PL-x 300/2026 is only an object of analysis and a reference. The arguments, examples and solutions on this site do not come from its explanatory memorandum. When I quote the bill, the quotation is in quotation marks and the article is given.
- The figures have a date. The situation of websites, of the bill and of other countries’ systems changes.
- The costs in the proposal are estimates, which need to be validated with real data.
- Some sources were accessible only indirectly. Where I could not check the primary source, the documents say so explicitly.
- Artificial intelligence helped me search, not think. I used artificial intelligence tools to find and gather the documents: the official laws and guides of the other 26 EU member states, Romanian legislation, the documentation of design systems. Which sources I kept, how I read them, the conclusions and the proposal are mine and come from my experience in this field. Every important statement refers to the original source, so that you can check it too. I also translated the site into English and Hungarian with the help of artificial intelligence; the Hungarian is still waiting to be checked by a native speaker.
