One way to use the state online
A personal vision for a common design system for the Romanian state's digital services.
This vision started from bill PL-x 300/2026, currently before Romania's Chamber of Deputies. Below is how I think such a system should be built.
- 25%of the 1,379 public websites checked in 2025 by ADR, Romania's digitalisation authority, were rated accessible
- 600+subdomains under .gov.ro, belonging to more than 200 institutions, with no common design system. Town halls have their own domains on top of that.
- 0shared design systems for the Romanian state's services. The Republic of Moldova has had one, in Romanian, since 2025.

Not just an opinion. The vision rests on desk research: Romanian law, the practice of the other 26 EU member states, and the American and Moldovan systems. More than 370 source documents, gathered with the help of artificial intelligence; every claim on the site is checked against its source.
